I'd imagine that this would invite unwanted, external scrutiny into the preferences and selection methods of the PDs and programs. They probably like the black-box element to the situation. As it is, while we may infer a certain degree of dependence on the scores from each program, its not explicitly stated; so they can demur and make noise about well-roundedness etc. etc.
