I would say being CNS President qualifies him as a "known quantity". You med students can be ridiculous sometimes.

External hires are often brought in when the department is moving in a stagnant direction and an unknown face is needed to make tough decisions like firing faculty or shoring up resources. A national search was likely done, and he was deemed the best candidate for the job. He's been there since he finished fellowship in 06. No one knows the needs of the department better than him.

No external search was done--only an internal one.  External searches find the best candidate even if internal and allow for negotiation of a necessary start up package for a new chair.
