Would anyone ever consider transferring not because they hate their program, but because they and/or their significant other cannot stand the location, i.e. someone from NYC in the rural Deep South or someone from the coasts who doesn't like being buried under snow?

Only you and you significant other can decide what is worth the effort and cost to transfer. So sure I can believe that would be enough for someone
