Do second looks actually improve your chances of getting into a program or are they a complete waste of time?

we had a second look come by and they went up the rank list. they won't tell you, but it did happen.

The reason to do one is to make sure the program is really what you want after having seen the full menu. Much jarder to fake it on a real work day.
