Um...are the two related?

People don't do well on Step 1 for lots of reasons, but a 210 can possibly made up for if you're an absolute superstar in something else.  Nature paper, personal letters, stellar rotation performance, etc.

If someone with an otherwise decent application doesn't match, there's almost always a specific reason, like being an asshole, socially awkward, or just plain inept on rotations.  (FMGs or nontraditional applicants are a different pool...they have their own challenges.)  And that's not likely to change - to me, not matching is a bigger flag.

If you've already failed to match and you have a poor Step 1, your chances are quite slim.  You better have a very senior, well known attending making some phone calls for you if you expect to match anywhere.

Is this true that a low step score (<210) could be made up? I've heard that many programs use the cut-off system based on step scores.

You can definitely make up for a low step score, although below 210 is very low. Many consider below 240 low. The vast majority of programs do not have cut offs for a reason
