I've heard of some people getting chair emails, I myself have also received one. No calls that I've heard yet.

If that was true then perhaps keep it to yourself rather than putting out evidence that they are violating the match rule. Programs have ways of bypassing such things, rarely would they be so direct when they can simply call up a friend at your home program and tell them. If that friend tells you is their business and not as direct of a match violation.

That's actually not a match violation. The program can absolutely tell you voluntarily that you're ranked to match (or that you're ranked in the top X) just like you can completely legally tell a program that they're your number, or top 3. What they CAN'T do is ask you where you're ranking them and the applicant also cannot ask the program where they're ranked.
