wow thats rough.  were they fired?  do you know if they got many interviews?

In our case they left for personal reasons but had amazing letters and full support of their old program. Not sure exactly how many interviews they got (probably not that many, generally leaving a program for any reason is a huge red flag) but we knew them from before during their first application cycle and a lot of calls were made.

Dude, Chill!! Whoever is asking must have reached out to the program! Did it occur to you that he reached out, and they didn't reply to his email? Or replied with a vague email, and he doesn't want to nag or sound annoying. Show some compassion and understanding to a colleague who is going through this tough time and believe it or not; yes, maybe his only source of information is an online forum!
