Unlikely.  Need internship in US, and transfer credit from foreign training does not apply.

I know people with foreign residency who got into some vacant positions and they had their 2 years reduced for the foreign credits.
I am currently doing a neurosurg fellowship in the US

This is correct. I know few who have done this and ABNS credited 2 years at max but PDs had to approve it as well.
