What are a list of tier 2 programs? We always talk about Tier 1, and the discussions are often not fruitful. What are a list of solid programs that for one reason or another are not the cream of the crop?

Emory & USC. Both have declined greatly over the last decade but still offer reasonable training.

Just stay away from the bottom 5-10 and you will be fine.
