Functional? Literally none of these.

Is it not a good program?

it's just new. Barrow isn't known for its functional program, but Ponce has a lot of volume and they're looking to hire another promising partner with an academic focus. A work in progress

Yale has a historic functional/epilepsy program. Probably the best part of their department

Key word is "historic". Spencer is a legend and contributed greatly to ATL technique. What has come out of Yale lately (read: the last decade)? Look at the people asked to give talks as WSSFN/ASSFN to see where the good research is. The same 3-4 programs come up repeatedly.

Mount Sinai has an integrated neuroscience unit embedded with the functional program.  Mayberg (DBS for Depression) and Figee (from Amsterdam's renowned OCD DBS program).  Plus a very high volume DBS practice.....
