I'm currently submitting applications for sub-Is. Presuming I get a sub-I at spot at Barrow, is it worth doing a sub-I there? I heard that they give little to no preference to sub-Is when it comes to interviews. Therefore, I'm not sure if it would be more wise to pick a program that favors sub-Is? I'm heavily interested in their program, hence the dilemma.

If you are interested then you should go. It is historically a great experience if nothing else and they write better letters than some of their peers.
One other point to consider is even if you do a Sub-I there and get an interview, so many people are sending in letters of intent for those 4 spots it's a complete crap shoot no matter how competitive you are as an applicant.
If you want to go there for the experience, that is perfectly fine and you will get a lot out of your time there. It's less likely to increase your chances of matching there versus doing a Sub-I at a program with only 2-3 away Sub-I's a year.
I don’t know where you heard that because BNI notoriously (historically) strongly prefers their rotators (if they are strong). Similar to ucsf
Did a subI there, everyone I did subI with matched so probably gave a good letter and was fine experience but knew going in they didn’t interview a lot of SubIs and I didn’t get an interview and was a bit salty but whatever still matched and was overall pretty easy subI as didn’t really do much call.
There's a thread from 2016 that mentioned that 3 of the 4 incoming interns did a sub-I there. Possible that they do favor sub-Is when it comes to the actual match but not all sub-Is get interviews.
Maybe if your last name is Al-Mefti you'll match Barrow. Both his sons did at least
