Rejecting a Sub-I offer after applying to one can be seen as a snub and, other than for top candidates, it will greatly reduce the chance of an interview offer at the program. BTW, they have heard all of the excuses for not accepting. Programs understand the process a lot better than the applicants do. Take the last post's advice and only apply to what you intend to accept.

Everyone should just apply to every subI so they have to pic the best from their applicant pool.
