That being said, a program will only know where you rotated if you tell them. So if you do 3 away rotations (which was pretty common in this past cycle) and you feel you didn't perform as strongly at 1 of them, you could just not submit that letter, and just don't mention that you rotated there
Not necessarily. If it's a late sub-I (september, october) and you already have enough letters, there's no reason you have to include it. You just need to make sure you have at least one letter from an away sub-I and a good reason for not including all of them.
