Programs need more junior residents than senior residents to function - loss of a junior does not necessarily mean program will replace them.
aren't there usually like pre-residency fellows or "research" who end up sliding in
I've seen programs take gen surg prelims surprisingly, people who had failed to match neurosurgery and scrambled.
