Totally depends on the program. In my experience, some places do radio silence, others show mutual interest. Programs admitted to having different philosophies. Their residents and my mentors are helpful in figuring out what's normal for different places. I wouldn't read too far into it except positive interest is positive.
There are some older threads on here that talk about ppl getting "can't wait to see you in July" from their #1 program and then matching at #2-5 after getting an "okay, thanks for being interested" type message. Unfortunately, unless you're good with Tarot cards, there's only way to know where you're going to end up, and it's scheduled for noon on March 19th.

Is it best to send these letters to PD, Chair or both?

So true about this scenario --> definitely rank all programs you interviewed at, unless you absolutely hated the program and would rather not match vs. doing neurosurgery training at that program.
