Yes. There are 2 ways: officially from NRMP-if they ranked you- as the PD can see where applicants ranked by that program matched. So if you tell that program you are ranking them no. 1 and they matched applicants lowered than you, you will be flagged. 
The other way the program can tell by searching you or asking your program director.

This is not true. You don't get a list of unranked interviewees. Simply, NRMP system doesn't provide you date on applicants you didn't rank because there is no way for NRMP to tell whom you interviewed but didn't rank.

Just as a rule of thumb, never tell a program that you are going to rank them as your top choice if it is not true.
