Not true at all you arrogant idiot. It absolutely does affect the way a thoughtful applicant approaches the match. With an unknown chair, it causes significant uncertainty in where the department and program will be over the next 7 years.

It's a lazy heuristic for training quality and stability. Who else might be getting poached or is looking? If you don't think there will be uncertainty based on what you think you know about a given chair, you're wrong. There might be less uncertainty, but how much, really? Here's what you should do since apparently you have the data (bolded in the quote): write it up, put it in JNS, and maybe a chair with a "big" enough name that you are willing to debase yourself for will offer you a preresidency fellowship with a strong possibility of a generic recommendation letter.

The uncertainty during a chairman switch varies by institution. If the program is very well established, it will barely affect things, if it less well established then it can cause a bigger issue. Several recent examples of this, but don’t want to call places out though.
