So I'm really into the operative aspect of neurosurgery but don't plan on going into academia. I realize that all residency programs are 7 years with 2 built in research years. Are there any programs that don't have research requirements and will allow you to just operate or do an infolded fellowship during those years?

A large chunk of programs have less the 2 years. Many have just a year of elective time and most will not force you to do research even if they allow it. The bigger challenge will be selling your message to them.
