Oregon call shifts only see 3-4 consults per shift. Why so low?

Relatively pointless paper has interesting insights into how busy a program is. Fewer than 4 consults per call shift. That is abnormally low with a very low acuity (0.3 emergent consults per shift). This is what our level 3 trauma center looks like, not a level 1

By the way, paper confirms no true black clouds; just struggling or excelling  residents.
