why would a program choose you over a subI?

What program are we talking about? Some programs strongly prefer sub-is because they are a known quantity. Some programs don't really care if you rotated there as long as you do have strong rec letters from your sub-is.

In a situation where everything is equal, the sub-i would probably be ranked higher than you just because they have experience with that candidate. If you have strong letters from chairs that know the program you want to match at well (thinking about Hopkins-Columbia connection) that could put you over the top.

You'd be surprised how many people perform poorly on SubI's or are a poor fit for the resident cohort at a particular program they rotate through.
